V Euro-Mediterranean Ministerial Conference (Valencia, 22nd and 23rd April 2002)

The Valencia meeting marked a turning-point in the Euro-Mediterranean Conferences.  The Foreign Affairs Ministers established an Action Plan for strengthening political dialogue, as well as economic, trade, and financial co-operation.  These actions were all aimed at enhancing the social, cultural, and human dimensions of the Euro-Mediterranean zone.  The Conference concluded that political dialogue should be directed principally towards the following issues:

· Security and politics
· Strengthening democratic institutions
· Conflict prevention, preventive diplomacy mechanisms, and crisis management
· Regular reports on EU expansion issues and their implications for Euro-Mediterranean societies
· Effectively combating terrorism
